Under Construction: Top Facility Projects of March 2025

Facilities Management Advisor’s “Under Construction” series highlights some of the latest, most interesting facility project announcements every month.

All-Electric Hospital

Major healthcare provider Kaiser Permanente broke ground on an 18-acre, sustainable medical center located at the historic Railyards in downtown Sacramento, Calif. The new facility is expected to help boost the local economy and “bring essential medical services to the city’s core for the first time.” The campus will include an eight-story, 662,050-square-foot hospital; a five-story, 173,000-square-foot medical office; and a seven-story, 1,500-stall parking structure.

Interesting tidbit: According to Kaiser Permanente, the Railyards Medical Center will be one of very few all-electric hospitals in California. It will include environmentally friendly features such as solar panels, electric vehicle charging stations, drought-tolerant landscaping, and low-emitting materials to improve indoor air quality.

JetBlue’s JFK Terminal Refresh

New York is considered one of the best cities in the world, so why not try to bring some of it inside the city’s biggest airport? JetBlue is conducting an overhaul of the airline’s flagship Terminal 5 at John F. Kennedy International Airport. In partnership with terminal manager Fraport USA and the Port Authority of New York and New Jersey, the project will aim to create a unique New York sense of place and an elevated customer experience with new amenities and over 40 more concessions.

Interesting tidbit: At the heart of Terminal 5, the center concourse will transform into a space inspired by New York City’s famous parks. Lush greenery, park benches, concrete chess tables, and warm lighting will provide city park charm for customers to relax before their next flight. Additionally, an art collection will feature more than 30 works by local artists, and new concessions will include local food and beverage options. JetBlue’s Terminal 5 refresh aligns with the Port Authority’s $19 billion transformation of JFK Airport, which includes past “Under Construction” winners such as the $9.5 billion New Terminal One project, the $4.2 billion Terminal 6 project, and New York’s largest on-site solar-plus-storage project.

This isn’t just about new dining and shopping—it’s about bringing the energy of New York into the terminal.”

Hydrogen Fueling Station

Transit agencies across the country are cruising toward sustainability, rolling out green fleets and building related infrastructure. In Oceanside, Calif., the North County Transit District (NCTD) has broken ground on a hydrogen fueling station at its West Bus Division. Once complete, the fueling station will have the capacity to fuel the agency’s hydrogen fuel cell electric buses, which will represent about one-quarter of its BREEZE fleet and service several cities by year’s end.

Interesting tidbit: NCTD has received state and federal funding to purchase both hydrogen fuel cell electric buses and battery electric buses. The hydrogen fueling station represents a significant milestone in the agency’s efforts to transition its entire BREEZE bus fleet to zero-emission operations by 2040.

Quote: “The launch of these cutting-edge, cleaner, quieter zero-emission hydrogen buses will be transformational,” said NCTD Board Chair Jewel Edson. “By replacing end-of-life compressed natural gas buses and eliminating tailpipe emissions, these hydrogen buses will help improve reliability of the BREEZE service and air quality throughout the NCTD service area.”

Green Steel Plant

Pacific Steel Group has broken ground on the Mojave Micro Mill, which will be the first steel mill built in California in the last five decades. To boot, as the construction industry grapples with calls for greener materials, the facility will produce green rebar and be among the cleanest mills in the world. The project has received millions of dollars in state funding, and Gov. Gavin Newsom has touted the facility as a job creator that will help advance the state’s climate goals.

Interesting tidbit: Spanning 174 acres, the Mojave Micro Mill project will dedicate approximately 63 acres to on-site renewable energy. The facility aims to establish new industry standards for emissions reduction by incorporating a state-of-the-art carbon capture system, secondary high-efficiency filtration, and NOx emissions mitigation.

Quote: California Air Resources Board Chair Liane Randolph said, “This project is setting the standard for the steel industry by utilizing on-site renewable energy to produce green rebar with a significantly lower carbon footprint.”
